
The Personalised Employment Pass (PEP) is aimed at top tier foreign talent who want to live and work in Singapore. There are a number of benefits to receiving this type of work visa but the conditions and criteria are also much more stringent to fulfil.
Conditions and Criteria for PEP Application
There are two categories of foreign talent that can apply for a PEP:
- Foreign Professionals whose last drawn monthly salary was in excess of $18000. The last drawn salary should be no more than six months from the date of application.
- Existing Singapore Employment Pass P1 holders who earn a fixed monthly salary of no less than $12000.
Existing P1 pass holders will only be required to submit the PEP application form unless any other supporting documentation may be relevant to approval. All other applicants will need to submit the following documentation in conjunction with the PEP application form:
- All legal education qualifications and certifications.
- Past and/or future employment contracts as is relevant.
- History of all employment held in the past.
- Last 3 months bank statements as well as the past 3 salary slips.
- The latest tax statement.
- A copy of the particulars page in a passport or other relevant travel document.
PEP Benefits
The greatest advantage of receiving a PEP is that it offers the holder greater job flexibility in the Singapore business community. This basically means that the employee can work in just about any business sector although they may be required to seek prior approval for some occupations. This does not mean that the employee may open a new business or work on a free-lance basis without having a permanent employer in Singapore. PEP holders may remain unemployed while living in Singapore for a period of no more than six months. This is to allow foreign professionals to assess the employment market in Singapore and seek job opportunities. PEP employees will not need to reapply for a new pass each and every time they change employment. The Ministry of Manpower will however need to be notified if and when a job change does take place via the PEP notification form. Although a PEP holder cannot renew or re-apply for this type of work visa, they can live and work in Singapore for a period of up to 3 years. After this, they will need to apply for a different type of visa to keep working in Singapore. A legally married spouse and children (under the age of 21 years) will be afforded Dependant’s Passes attached to the PEP. Parents of the PEP holder can be granted Long Term Visit Passes to enter into Singapore sponsored by the PEP holder.
